Running on Empty: The Hidden App Economy That Drains Your Battery and Harvests Your Location

You closed the app. You may have even force-quit it. Yet somewhere in the background of your smartphone, processes are running — pulling your GPS coordinates, logging your movement, and pinging remote servers with data that has nothing to do with the task you used the app to perform. The battery drain you notice by midafternoon is not incidental. It is a byproduct of an economy built on continuous behavioral surveillance.
What Background Activity Actually Means
Both Android and iOS operating systems permit applications to perform limited operations while they are not actively in use. This capability was originally designed for legitimate purposes: allowing a music app to continue playing after you switch to a different screen, enabling a navigation app to update your route in real time, or permitting a messaging app to receive incoming notifications.
However, the same technical infrastructure that enables these useful functions has been extensively exploited for data collection. Location services, in particular, represent a significant vector. An app granted "always on" location access can query your device's GPS, cell tower triangulation, and Wi-Fi positioning systems at regular intervals, even when you have not opened the app in days.
The result is a continuous stream of location data that, when aggregated over time, constitutes a highly detailed record of your movements — where you sleep, where you work, which medical facilities you visit, which places of worship you attend, and who you spend time with.
The Technical Infrastructure Behind the Surveillance
Several technical mechanisms enable background data collection on modern smartphones.
Background App Refresh is an iOS feature, mirrored by equivalent functionality on Android, that allows apps to update their content in the background at regular intervals. While this is useful for applications that need to display current information, it also provides a recurring window during which apps can execute data collection routines.
Geofencing allows apps to register triggers that activate when a device enters or exits a defined geographic area. An app using geofencing can effectively monitor your location continuously without making constant GPS requests — instead, the operating system notifies the app when you cross a boundary, which the app then uses to log your presence at a location.
Significant Location Change monitoring is an API available to app developers on iOS that wakes an application whenever the device registers a significant change in location, such as moving from one cell tower coverage area to another. This mechanism consumes relatively little power compared to continuous GPS polling, making it difficult for users to detect through battery usage alone.
Third-party SDKs — software development kits provided by advertising and analytics companies — are embedded in the majority of popular apps and execute their own data collection routines independently of the app's stated purpose. A weather app, a flashlight utility, or a casual game may contain an advertising SDK that is conducting location tracking entirely separate from the app's core functionality. Research published by AppCensus found that a significant proportion of popular Android applications contain third-party SDKs with location access that users have no reason to associate with the app's advertised purpose.
The Location Data Marketplace
The location data collected through background processes does not simply accumulate on a server. It enters a marketplace. Companies including Foursquare (now operating as Foursquare Analytics), X-Mode, and SafeGraph aggregate location data from multiple app sources and sell it as a commercial product to advertisers, hedge funds, real estate analysts, and — as has been documented by the New York Times and others — government agencies.
The value of this data lies in its precision and continuity. A single data point showing that your device was near a hospital once tells a limited story. A six-month record showing weekly visits to an oncology center tells quite a different one. Location data is, in the assessment of many privacy researchers, among the most sensitive categories of personal information precisely because of what can be inferred from it.
In 2021, the FTC issued a warning to app developers and data brokers about the sale of sensitive location data, and subsequent enforcement actions have targeted specific companies. Nevertheless, the marketplace continues to operate at scale.
Identifying the Worst Offenders
Certain app categories are disproportionately associated with aggressive background location collection.
Weather applications are among the most frequently cited. Providing weather forecasts requires location data, which gives these apps a facially legitimate reason to request continuous location access — access that is then frequently used for advertising data collection well beyond what the forecast function requires.
Retail and coupon apps rely on location data to deliver geotargeted promotions but often collect far more granular movement data than is necessary for this purpose.
Free gaming applications frequently contain multiple advertising SDKs, each with its own data collection routines, embedded within a single app package.
Navigation and mapping apps outside of Apple Maps and Google Maps' core functionality often retain detailed route histories and share them with analytics partners.
Social media applications — particularly those with story or check-in features — frequently maintain background location access that operates independently of any user-initiated location sharing.
What the Battery Drain Is Telling You
Battery consumption is an imperfect but useful proxy for background activity. An app that appears near the top of your battery usage list despite infrequent use is a candidate for investigation. Both iOS and Android provide battery usage breakdowns by application in device settings; reviewing this list periodically can surface apps engaging in disproportionate background activity.
On iOS, the Settings application provides a "Background App Activity" indicator for each application, which reveals whether an app has been active in the background. On Android, the "Battery" section of device settings shows background usage time alongside screen-on usage, allowing users to identify discrepancies.
Practical Steps to Restrict Background Tracking
The following measures are available to US smartphone users and require no specialized technical knowledge.
Audit location permissions immediately. On iOS, navigate to Settings > Privacy & Security > Location Services. Review each app's permission level. Change any app not requiring continuous location access from "Always" to "While Using the App" or "Never." On Android, navigate to Settings > Location > App Permissions for an equivalent review.
Disable Background App Refresh for non-essential apps. On iOS, Settings > General > Background App Refresh allows you to disable this feature globally or on a per-app basis. Restricting it to apps that genuinely require it — mail, messaging, navigation — eliminates a significant avenue for background data collection.
Revoke precise location access where approximate is sufficient. iOS 14 and later versions allow users to grant apps access to approximate location rather than precise GPS coordinates. For apps that require location only for general purposes — local news, weather, restaurant recommendations — approximate location is functionally adequate and prevents the construction of detailed movement records.
Use a permission monitoring application. Tools such as Bouncer (Android) allow temporary location permission grants that expire after a single use. Privacy-focused Android distributions such as GrapheneOS provide more granular permission controls than the stock operating system.
Delete apps you no longer use. Dormant apps with background permissions continue to collect data. Removing unused applications from your device eliminates their data collection capability entirely.
Review app privacy nutrition labels. Apple's App Store requires developers to disclose the categories of data their apps collect. Reviewing these labels before installation can help identify apps with data practices disproportionate to their function.
The Device in Your Pocket Is a Tracking Device You Chose to Carry
The smartphone is the most powerful personal surveillance instrument ever built — not because of what it was designed to do, but because of what it has been commercially repurposed to do. Background location tracking is not a flaw in the system. It is the system, operating as designed by the advertising economy that funds the majority of the applications running on your device.
Reclaiming meaningful control over what your phone reports, and to whom, requires deliberate action. The permissions you grant are not permanent commitments. They are revocable — and reviewing them regularly is among the most consequential privacy decisions you can make.
